Title: EMPOWERING LOCAL AUTHORITIES

Summary: Involving local authorities in crisis management appears to be an essential element in intervention effectiveness. In most cases however, these actors do not have the skills and resources necessary to face crises and their consequences. It is to overcome this lack of means that this transnational project of local governments must intervene. Capacity building activities addressed to local rural representatives to allow them to fulfill their missions despite the crisis, as well as longer term projects to consolidate economic and social recovery. Cooperation partnerships may also be set up between several municipalities with focus on prevention, crisis preparedness and/or management.
